This policy describes Riverside County Transportation Commission (“RCTC”) practices with respect to your personal information. While RCTC appreciates and respects your privacy rights in all of its endeavors, please note that this policy only relates to information collected by this website, the services offered herein and various advertising and marketing campaigns conducted by RCTC. Certain services offered or provided by RCTC may be subject to their own specific and separate privacy policy, and in such case, that is the policy that shall apply.
Information Collection
RCTC is the sole owner of the information that is collected on our website and through various applications, services, marketing, and advertising. RCTC collects the following categories of personal information: identifiers, customer records, internet/network activity information, and geolocation data (“Personal Information”).
Personal Information may include anything users intentionally share with us as well as information that is shared with RCTC incidentally. Information you intentionally share with us is typically gathered through direct contact with you, such as through website prompts, advertisements, marketing materials, emails, or phone calls. Such information may include your name, email address, phone number, address, zip code, and more. Information you incidentally share with us is gathered by virtue of your access to, or use of, our website and or services. Such incidental information may include, but is not limited to, the user’s internet protocol address (IP Address), geolocation, device information, user preferences, user settings and profile information.
Information Use
RCTC will use your information in the context or for the purpose of which it was gathered or provided. For example, if you respond to an advertisement RCTC may contact you regarding said advertisement, using the Personal Information you provided. We do not share, sell, rent, or otherwise transfer your Personal Information to third parties, or contractors outside of what is contemplated in this policy or pursuant to your consent. RCTC may obtain your consent explicitly or implicitly through various means including, without limitation, through your responses to website prompts or other user inputs or other software interaction. RCTC may transfer, display or disclose your Personal Information in grant and/or funding applications based on your responses to certain prompts. We may transfer your Personal Information to RCTC service providers, contractors, or third parties for analysis, storage, compression, or other services consistent with our intended use. RCTC may also use software to analyze, process, edit, transfer, view, and display your Personal Information such as “MailChimp,” “WordPress”, “Google” Suite, “Microsoft Office” Suite, and “Textedly.” Lastly, RCTC will release Personal Information subject to court order, subpoena or otherwise as required by, or in accordance with, California Law.
RCTC will not provide any Personal Information to data brokers or other entities who thereafter sell said Personal Information or participate in behavioral advertising. Further, RCTC does not participate in any profiling, or automated decision making.
Information Security and Storage
All of the Personal Information we collect is stored on a secure server either on RCTC-owned devices or through a cloud-based interface with an RCTC service provider, or other third party. Such service provider or third party may, from time to time, be provided access to such Personal Information, in accordance with the use of their platform or through other such services as RCTC seeks to procure, which may be beyond data storage. RCTC will not store your Personal Information indefinitely and will delete Personal Information upon request, except as otherwise specified below.
If RCTC gathers your Personal Information to support the use of a continuing service and thereafter ceases to offer such services, RCTC will endeavor to delete your Personal Information after the program is canceled.
Non-Discrimination
RCTC will not discriminate, deny services, or provide a different quality of service due to a user making an opt out request as described below.
User Access and Control of Information
You may opt out of any future contact from us at any time, for any reason, by contacting us at the email address below. If, at any time, you wish to review, correct, change, or delete any of your Personal Information we have stored, contact us by phone or at the email address below. Requests will be considered on an individual basis and may be denied, in accordance with California law.
Notwithstanding any other provision of this policy, a request to have your Personal Information deleted or changed may result in services being delayed or canceled if those services rely, in whole or in part, on RCTC having access to such Personal Information.

Social Media Policy
The purpose of official Riverside County Transportation Commission (“Commission” or “RCTC”) social media pages is to serve as a mechanism for communication between the Commission and members of the public with regards to project updates and miscellaneous outreach supporting Riverside County region.
Please note, customer service inquiries regarding tolling should be directed to the customer service centers instead of social media pages. For 91 Express Lanes billing inquiries, please contact the 91 Express Lanes Customer Service Center, Monday through Friday, 8 a.m. to 6 p.m., or call 1-800-600-9191. For 15 Express Lanes and the future 15/91 Express Lanes Connector billing inquiries, please visit the Riverside Express Customer Service Center, Monday through Friday, 8 a.m. to 6 p.m., or call 1-855-951-1500.
The Commission will reserve the right to monitor, filter, and remove any content (text, links, video, etc.) that is deemed inappropriate, including but not limited to:
- Comments unrelated to the particular topic of the post in question;
- Profane language or content;
- Content that promotes, fosters, or perpetuates discrimination on the basis of race, creed, color, age, religion, physical or mental disability, sexual orientation or gender expression;
- Sexual content or links to sexual content;
- Commercial solicitations;
- Text or links encouraging any kind of illegal activity;
- Information that may tend to compromise the safety or security of the public or public transportation system;
- Repeated, unconstructive negative comments;
- Comments that may compromise the privacy of an individual;
- Comments about Commission employees, which will be forwarded to Customer Relations staff for processing according to established protocols for verification; or
- Content that violates ownership rights from any other party
By engaging with official Commission social media pages, users agree to abide by the terms of commenting policy and give express permission to the Commission to monitor, filter, and/or remove content in violation of this policy. The Commission reserves the right to block or ban individuals from our social media pages who do not adhere to these guidelines.
It is understood that social media is a 24/7 medium; however, our moderation capabilities are not. The Commission may not see every inappropriate comment right away, and we are trusting in the maturity of our community to ignore personal attacks and negative speech until it’s been reviewed and/or removed.
Disclaimers
Content on social media sites, which are not owned or operated by the Commission, is not kept or retained by the Commission and is not required by law or kept in the discharge of a public official’s duties or made/retained for the purpose of preserving content for future reference. Content is not required by the Commission’s document retention schedule to be retained for any purpose. External, non-Commission links on our social media sites do not constitute official endorsement on behalf of the Commission.
All content provided by the Commission on all social media sites is protected by American and worldwide copyright laws and treaty provisions and other relevant intellectual property rights. No content, including but not limited to text, photographs, or videos posted by the Commission may be copied, reposted, or used in any other context without the explicit permission of the Commission. Any such use may be treated as a copyright violation and the Commission may enforce its rights to the fullest extent of the law.
