RCTC will soon complete the few remaining projects in the 1989 Measure A expenditure plan. The renewal of Measure A (2009—2039) included a list of projects that will ensure Riverside County’s ability to mitigate congestion for the next 30 Years. Today, RCTC has established a list of priority projects that it is focusing on delivering for the near term. These projects are listed by individual roadway or by rail project.

Near Term
1 — Perris Multimodal Project
- Construct a Riverside Transit Agency bus terminal and Metrolink platform
- Completion date in Fall 2009
2 — SR-91 Corridor Improvement Project
- Construct two Express Lanes, a General Purpose Lane, and Auxiliary Lanes in each direction from the Orange County Line to Pierce Street
- Construct direct connectors linking SR-91 to the I-15
- Begin construction 2011
- Completion date estimated in 2016
3 — 74/215 Interchange Project
- Reconstruct and modify the existing interchange
- Begin construction 2010
- Completion date estimated in 2012
4 — Perris Valley Line
- Extend the existing Metrolink 91 Line service from the Downtown Riverside station, 24 miles along the existing San Jacinto Branch Line terminating in the City of Perris
- Construct four stations at Hunter Park Area, Moreno Valley/March Field, Perris, and South Perris
- Completion date estimated in 2012
5 — 60/215 East Junction Interchange Project
- Construct an HOV Lane in each direction from Day Street to Box Springs Rd
- Begin construction 2010
- Completion date estimated in 2013
6 — SR-91 HOV Project
- Construct an HOV Lane in each direction from Adams Street to the 60/91/215 Interchange
- Begin construction 2011
- Completion date estimated in 2015
7 — 91/71 Interchange Project
- Construct a two lane direct flyover ramp for the eastbound SR-91 and northbound SR-71
- Construct an eastbound road south and parallel to SR-91 between Green River Road and the 91/71 interchange

8 — I-215 South Project
- Construct one General Purpose Lane in each direction from the 15/215 junction to Scott Road
- Begin construction 2011
- Completion date estimated in 2013
9 — I-215 Bi-County HOV Project
- Construct two HOV lanes from the 60/91/215 interchange to Orange Show Road in San Bernardino County
- Close 8 mile HOV gap
- Project built in partnership with SANBAG and Caltrans

10 — I-215 Central Project
- Construct one General Purpose Lane in each direction from Scott Road to Nuevo Road
- Begin construction 2012

Longer Range
11 — I-215 North Project
- Construct one HOV Lane from Nuevo Road to SR-60
- Begin construction 2015
- Completion date estimated in 2018
12 — I-15 Corridor Improvement Project
- Construct an HOV Lane in each direction between I-215 and SR-74
- Construct two Express Lanes, a General Purpose Lane, and Auxiliary Lanes in each direction from SR-74 to the San Bernardino County line
- Begin construction 2015
- Completion date estimated in 2019
13 — Mid County Parkway
- Environmental approvals for an east-west transportation corridor connecting the San Jacinto area with the Perris area
- Environmental phase estimated to be completed in 2012
14 — SR-79 Realignment Project
- Realign SR-79 between Domenigoni Parkway and Gilman Springs Road
- Environmental phase estimated to be completed in 2012
