MID COUNTY PARKWAY

The long awaited roadway between Perris and San Jacinto made a giant leap forward at the April 8, 2015, Commission meeting when the California Environmental Quality Act portion of the final Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the proposed Mid County Parkway (MCP) project was approved. RCTC staff submitted the final EIR/EIS to the Federal Highway Administration for approval of the Environmental Impact Statement (NEPA portion) and anticipates completing the environmental phase of studies by the end of 2015. When completed, the $1.7 billion MCP project, will construct a 14.3-mile, six-lane freeway from Interstate 215 in Perris to State Route 79 in San Jacinto. The project will also provide more convenient access to multimodal bus and rail facilities in the city of Perris, including the new Perris Valley Line extension of Metrolink service that will be operational by late 2015. Now that the environmental document is approved, design and engineering work will begin followed by property acquisition. Complete project information is available at www.midcountyparkway.org.

INTERSTATE 15 EXPRESS LANES PROJECT UPDATE

Work continues on the I-15 Express Lanes project with the recent award of two contracts. Parsons Transportation Group, Inc. was retained to provide comprehensive project and construction management services and Stantec Consulting Services, Inc., was awarded a contract for investment grade traffic and revenue study services. The I-15 Express Lanes project will improve the I-15 freeway in northern Riverside County and will construct one to two tolled express lanes in each direction between the I-15/Cajalco Road interchange in Corona and the I-15/State Route 60 interchange just south of the Riverside/San Bernardino County line – approximately 14 miles. The tolled express lanes will be constructed in the existing I-15 median and are planned to open in 2020. Complete project details are available at http://i15project.info/.

$8 MILLION ALLOCATED TO 16 SPECIALIZED TRANSPORTATION PROVIDERS

Providing funding to non-profit providers of transit services for persons with disabilities, low income, and senior citizens has long been a priority of the Commission. At its April 8, 2015 meeting, $8 million in Measure A Specialized Transit funds was allocated to 16 operators providing specialized transit services in western Riverside County. The 2015 Specialized Transit Call for Projects provides three years of funding with service implementation starting July 1, 2015. A complete list of the providers is available here.

ACTIVE TRANSPORTATION PROGRAM

The California Transportation Commission recently released a Call for Projects for the 2015 Active Transportation Program (ATP). In an effort to improve health and reduce greenhouse gases, approximately $359 million in funding is available to encourage active modes of transportation, including walking and bicycling.
